From July 1st, 2026, what will be the interest rate for loans to purchase social housing for people under 35 years old?
Given the high interest rates on commercial home loans, the preferential credit policy effective from July 1, 2026, is expected to help young people reduce financial pressure and increase their access to social housing. So, from July 1, 2026, what will be the interest rate for loans to purchase social housing for those under 35 years old?
1. From July 1st, 2026, what will be the interest rate for loans to purchase social housing for people under 35 years old?
According to Official Letter 5340/NHNN-CSTT of 2026, the interest rate for social housing loans for people under 35 years old from July 1, 2026 to December 31, 2026 is stipulated as follows:
- The lending interest rate is 2%/year lower than the average medium- and long-term VND lending interest rate of the four state-owned commercial banks: Agribank, BIDV, Vietcombank, and Vietinbank, for the first 5 years of the loan (from the date of the first disbursement). The applicable lending interest rate is 6.5%/year.
- The lending interest rate is 1% lower per annum than the average medium- and long-term VND lending interest rate of the four state-owned commercial banks: Agribank, BIDV, Vietcombank, and Vietinbank, for the next 10 years of borrowing (from the date of the first disbursement). The applicable lending interest rate is 7.5% per annum.
Therefore, the interest rate for social housing loans for people under 35 years old from July 1, 2026 to December 31, 2026 will be 6.5% per year for the first 5 years of the loan, and 7.5% for the following 10 years.

2. Conditions for purchasing social housing
2.1. Income requirements
According to Clause 1, Article 30 of Decree 100/2024/ND-CP , as amended and supplemented by Clause 2, Article 1 of Decree 261/2025/ND-CP , the income requirements for certain categories of individuals purchasing or lease-purchasing social housing are stipulated as follows:
- In cases where the applicant is unmarried or certified as single, their average monthly income must not exceed 25 million VND/month.
- In cases where the applicant is unmarried or certified as single and raising minor children, their average monthly income must not exceed 35 million VND/month.
- If the applicant is married, the applicant and their spouse must have a combined average monthly income of no more than 50 million VND/month.
The above-mentioned income level is determined according to the wage and salary table certified by the agency, unit, or enterprise where the individual works. The period for determining income eligibility is 12 consecutive months, calculated from the time the competent authority makes the certification.
Furthermore, based on the conditions and income levels of each area within the province, housing incentives for officials, civil servants, and public employees, and the number of dependents, the Provincial People's Committee may decide on the adjustment coefficient for the aforementioned income level as prescribed, and also decide on policies to encourage access to social housing for cases with three or more dependents in the same household.
2.2. Housing conditions
According to Article 29 of Decree 100/2024/ND-CP, as amended and supplemented by Article 32 of Decree 54/2026/ND-CP , buyers and leaseholders of social housing must meet the following housing conditions:
- If the applicant and their spouse, if any, do not own a house, their names or information regarding housing will not be included in the Certificate of Land Use Rights and Ownership of Assets Attached to Land in the province or centrally-governed city where the social housing project is located.
- If a person already owns a house, the average living space per person must be less than 15 m² of floor space/person.
The average living space per person is determined based on the following: the applicant, their spouse, parents (if any), and children (if any) who are registered as permanent residents in that house.
Regarding the confirmation procedure:
- For cases where individuals do not yet own a house, the competent authority responsible for issuing land use rights certificates and ownership certificates for assets attached to land in the locality where the social housing project is located shall provide confirmation within 7 days from the date of receiving the confirmation request.
- For cases where individuals already own housing but the average living space per person is less than 15 m², the People's Committee at the commune level shall verify the average living space per person within 7 days from the date of receiving the application for verification.
3. What are the principles governing the implementation of social housing policies?
According to Clause 1, Article 79 of the Housing Law 2023 , No. 27/2023/QH15, as amended and supplemented by Point h, Clause 3, Article 29 of the Population Law 2025 , No. 113/2025/QH15, the implementation of social housing support policies must ensure the following principles:
- The government has policies to develop housing, creating conditions for everyone to have a place to live;
- There is collaboration between the State, businesses, local communities, clans, and the beneficiaries in implementing the policy;
- Ensuring openness, transparency, and strict inspection and supervision by competent state agencies, the community, and the Vietnam Fatherland Front;
- Ensure that the correct individuals are targeted and meet the eligibility requirements as stipulated in this Law;
- In cases where an individual is eligible for multiple different support policies, they will receive the highest level of support from one policy; in cases where individuals have the same criteria and conditions, support will be provided in the following order of priority: people with meritorious service to the revolution, relatives of martyrs, people with disabilities, people allocated resettlement through the purchase or lease-purchase of social housing, people with two or more children, and women;
- In cases where a household has multiple members eligible for various support policies, only one support policy will be applied to the entire household.
The above information concerns the interest rates for loans to purchase social housing for people under 35 years old, effective from July 1st, 2026.
