Understanding the property identification code applicable from March 1st.
From March 1st, 2026, electronic property identification codes will be issued to each property. So what do people need to know about the property identification codes that will be applied from March 1st?
On December 31, 2025, the Government issued Decree 357/2025/ND-CP on the construction and management of information systems and databases on housing and the real estate market. The Decree takes effect from March 1, 2026.
Accordingly, the electronic product identifier for real estate (including houses and the floor area within construction projects) is a string of alphanumeric characters, with a maximum of 40 characters, assigned individually to each house (apartment, detached) or real estate property within a construction project, managed in the housing and real estate information system and database.
Therefore , from March 1, 2026, each property will have its own electronic identification code and will be managed within the housing and real estate information system and database.
Specific regulations regarding types of electronic real estate identification.
Articles 8 and 9 of Decree 357/2025/ND-CP specify the types of electronic real estate identification as follows:
Electronic product identifier for residential real estate.
(1) The electronic product identifier for residential real estate is specified in Appendix I issued with Decree 357/2025/ND-CP, including the following groups of information fields:
- Land parcel identification code;
- Project and construction information code;
- Location identifier (if any);
- A sequence of natural characters.
(2) The electronic product identifier for housing real estate is automatically generated on the information system and database on housing and real estate market, and the Department of Construction attaches the electronic product identifier information for housing real estate to housing development projects in the area at the same time as issuing the notification document on housing eligible for sale of future housing.
The electronic product identifier for a real estate property is the floor area of a construction project.
(1) The electronic product identifier for real estate is the floor area of the construction project as stipulated in Appendix I issued with Decree 357/2025/ND-CP, including the following groups of information fields:
- Land parcel identification code;
- Project and construction information code;
- Location identifier (if any);
- A sequence of natural characters.
(2) The electronic identifier for real estate products is the floor area of the construction project, which is automatically created on the information system and database on housing and real estate market. The Department of Construction attaches the identifier information, which is the floor area of the construction project, to the floor area of the construction project in the area at the same time as issuing the results of the feasibility study report for construction investment.
In addition, the Decree also includes other related electronic identification codes such as: Electronic identification code of the unit managing and operating the apartment building; Electronic identification code of the real estate brokerage professional certificate; Electronic identification code of individuals benefiting from housing support policies.
Agencies, organizations, and individuals involved in the development, management, and use of information systems and databases on housing and the real estate market must have electronic identities and be electronically identified in accordance with the law on electronic identification and authentication.
Principles for building, managing, and using information systems and databases on housing and the real estate market.
Article 4 of Decree 357/2025/ND-CP stipulates the principles for building, managing, and using information systems and databases on housing and the real estate market as follows:
- Information systems and databases on housing and the real estate market are built and managed centrally and uniformly from the central to local levels.
The Ministry of Construction is the agency responsible for developing, managing, and utilizing the information system and database on housing and the real estate market nationwide.
The provincial People's Committee is the agency responsible for collecting, updating, managing, and utilizing databases on housing and the real estate market within its locality.
- Ensuring timely service for state management , national defense and security, meeting the requirements of socio-economic development, and providing transparent information on housing and the real estate market.
- Relevant agencies, organizations, and individuals are granted access to create, share, update, provide information and data, and perform searches and management according to the authorization granted by the state management agency.
- The information system and database on housing and the real estate market are built with openness and standardized regulations regarding databases, APIs, and access control models; complying with regulations according to the national data architecture framework and security standards; having economic and technical norms described by competent state agencies; ensuring the connection and sharing of data with the national comprehensive database and other relevant specialized databases; data in connected and shared databases will not be collected again.
- Information and data collected and updated into the housing and real estate market database must be data-cleaned; have a legally verifiable source, accurately reflect the current legal status; contain complete information fields, and be regularly updated as required; all data records must be logged for access, editing, and updating, ensuring the ability to retrieve the history of changes and data fluctuations.
- Information and data generated from the housing and real estate market database are state assets managed by the Ministry of Construction.
- The database on housing and the real estate market is strictly managed, ensuring information security, protecting state secrets, and protecting personal information; ensuring efficiency, simplicity, and convenience for agencies, organizations, and individuals in performing public services, administrative procedures, and other activities.
- The information and data published on the Housing and Real Estate Market Information System Portal are aggregated information and data.
- The construction, management, and use of information and data on housing and the real estate market must ensure that they are for the correct purpose and comply with regulations on the management, connection, and sharing of digital data by state agencies, data laws, electronic transaction laws, and laws on access to information.
