Announcement of the revised Tay Ninh 2030 planning: New administrative center in Duc Hoa - Hau Nghia.
According to the plan, the Tay Ninh Provincial Political and Administrative Center will be located in the northern area of Duc Hoa - Hau Nghia urban area. The specific construction location will be studied and proposed based on ensuring requirements for spatial development, connectivity, and synchronization of technical infrastructure and transportation systems of the province and the Southeast region.
On April 28, the People's Committee of Tay Ninh province held a conference to announce the revised Tay Ninh Provincial Planning for the period 2021-2030, with a vision to 2050.
Accordingly, the revised plan includes 13 main contents, encompassing the scope and boundaries of the plan; development perspectives, vision, and objectives; development plans for various sectors and fields; planning of urban and rural systems, technical infrastructure, and social infrastructure; land allocation plans, environmental protection, resource exploitation, and implementation solutions and resources.

According to the plan for 2030, Tay Ninh is identified as a dynamic, green, and sustainable province, becoming a desirable place to visit and live in the South; a strategic connecting center between the Southeast region and the Mekong Delta, and a strategic trading hub with Cambodia.
The province aims for an average annual GRDP growth rate of 10-10.5%; GRDP per capita of 8,000-8,500 USD; and the digital economy accounting for approximately 30% of GRDP. The economic structure will continue to shift towards industry and construction accounting for 55-56%, services 26-27%, and agriculture 13-14%.
Forming a multipolar model: 3 regions - 3 centers - 6 corridors
The plan also establishes a multi-polar development model with 3 socio-economic regions, 3 centers, 6 economic corridors, 3 driving axes, and 1 border belt to strengthen intra-provincial, inter-regional, and international linkages.
Three distinct socio-economic zones have been defined. The first zone focuses on industrial, service, and urban development, playing a supporting role in expanding Ho Chi Minh City's development space, linked to the Ring Road 3, Ring Road 4, and the Moc Bai - Ho Chi Minh City corridor.
The second region is oriented towards developing border gate economy, high-tech agriculture, organic farming, and ecotourism, linked to the Dong Thap Muoi area and the western border.
The third region focuses on developing renewable and clean energy, high-tech agriculture, ecotourism, and sustainable green economic development, linked to the Dau Tieng Lake area, Lo Go - Xa Mat National Park, and the northern border region.
Planning for a new administrative center in Duc Hoa - Hau Nghia
The three centers of Tay Ninh have been identified as follows:
- Tan Ninh - Long Hoa Center is a cultural, educational, sports, medical, tourism, commercial, and service center with a strong regional cultural identity, representing the Southeast region of Vietnam.
- Tan An - Long An Center is a modern commercial and service center with high added value, encompassing industry, high-tech industry, digital technology, education, training, healthcare, and smart city development.
- The Duc Hoa - Hau Nghia Center is a new driving force for the development of Tay Ninh province into a new administrative and political center; it will also be a center for economy, finance, trade, services, logistics, high technology, digital technology, concentrated digital technology, education, training, and healthcare.

The new administrative center is located in Duc Hoa - Hau Nghia.

Simultaneously, urban areas such as Tan An, Tan Ninh - Hoa Thanh, and Duc Hoa - Hau Nghia - Trang Bang are being oriented to become dynamic urban centers, playing a crucial role as growth poles.
In particular, the Duc Hoa - Hau Nghia - Trang Bang urban chain is oriented to become a satellite city, sharing functions with the central core of Ho Chi Minh City, strongly developing the fields of finance, high-tech industry, digital technology and high-quality services.

Simultaneously, six economic corridors have been established, linked to key transportation routes such as Ring Road 3, Ring Road 4, the Ho Chi Minh City - Moc Bai Expressway, National Highway 22, National Highway 1A, etc., creating a cross-regional connectivity network that links with the system of seaports and international airports.
Three dynamic axes and a border belt have also been identified to strengthen East-West and North-South linkages, while ensuring national defense and security and developing border trade.
Promoting digital transformation and the green economy.
The leaders of Tay Ninh province urged departments, agencies, and localities to promptly develop plans to implement the planning, mobilize resources for the development of strategic infrastructure, and simultaneously accelerate the restructuring of the economy in conjunction with the innovation of the growth model.
Speaking at the conference, Chairman of the Provincial People's Committee Le Van Han said that the adjustment of the Tay Ninh Provincial Planning was implemented urgently and systematically to build a comprehensive and synchronized strategic framework for development in the areas of economy, society, environment, national defense, and security.
The planning establishes a development model based on economic corridors, regions, development centers, and dynamic urban areas to rationally allocate resources, promote regional linkages, and adapt to climate change; while simultaneously ensuring national defense and security and improving the quality of life for the people.
The province identifies digital transformation and green transformation as key drivers for a new growth model, while continuing administrative reforms, improving the quality of human resources, and enhancing the investment and business environment. It also commits to creating a transparent investment environment, selectively attracting high-tech and environmentally friendly projects, while ensuring social welfare and sustainable development.
