Tay Ninh Master Plan 2030: Duc Hoa – Hau Nghia OFFICIALLY Approved as Provincial Political and Administrative Center

The Resolution was adopted based on the Submission of the Provincial People's Committee and the Verification Report of the Economic – Budget Committee of the Provincial People's Council, in accordance with resolutions of the National Assembly and the Standing Committee of the National Assembly on the arrangement of provincial and commune-level administrative units. This is a strategic step to maximize the advantages of consolidation, creating new growth momentum for Tay Ninh province in the coming period.

Duc Hoa – Hau Nghia: A New Political and Administrative Center within a Multi-Centric Urban Structure

According to the approved master plan, the Duc Hoa – Hau Nghia urban cluster is identified as a new dynamic center to develop into the province's political and administrative center. The political and administrative center will be located in the northern part of the Duc Hoa – Hau Nghia urban area; its specific location will be meticulously studied to ensure requirements for development space, technical infrastructure connectivity, inter-regional transportation, and to maintain the province's central position in the long term.

However, the selection of Duc Hoa – Hau Nghia is not merely a relocation of administrative headquarters. The master plan establishes an urban development structure based on a multi-centric model comprising three major centers:

Tan Ninh – Long Hoa: A cultural, educational, sports, healthcare, tourism, and commercial center embodying the identity of the Southeast region.

Long An – Tan An: A modern commercial and service center, featuring high-tech industry and digital technology.

Duc Hoa – Hau Nghia: The new political and administrative center, simultaneously serving as a concentrated hub for economy, finance, services, logistics, high technology, and digital technology.

Within this structure, Duc Hoa – Hau Nghia is positioned not only as the "administrative brain" but also as a new growth pole for the province. This area is situated within the southern dynamic urban chain, connected with Ho Chi Minh City's Ring Road 3 and Ring Road 4, as well as inter-regional economic corridors linking the Southeast region. Simultaneously, it holds the role of a satellite city, sharing functions with Ho Chi Minh City's core area.

The development orientation for this area, based on an integrated urban – industrial – service model, signifies a strategic move to shift the development axis towards a region with ample land reserves, strong infrastructure connectivity, and long-term investment attraction potential.

Ambitious Socio-Economic Goals until 2030

The adjusted master plan sets forth high growth targets:

• Average GRDP growth for 2026–2030: 10 – 10.5% per year.

• GRDP per capita: 8,000 – 8,500 USD.

• Share of industry – construction: 55–56% of GRDP.

• Digital economy to reach 30% of GRDP.

• Urbanization rate to exceed 45%.

Elimination of poor households according to central government standards.

The development space is organized into a model of 3 socio-economic regions, 3 centers, 6 economic corridors, 3 dynamic axes, and 1 border belt, aiming to ensure balanced, sustainable development and enhanced regional connectivity.

Long-Term Significance

The official approval of Duc Hoa – Hau Nghia as the political and administrative center marks a turning point in the development history of the new Tay Ninh province. This is not merely a shift in state management space, but a complete restructuring of the province's entire urban and economic development axis within the context of consolidation.

From being a satellite urban area, Duc Hoa – Hau Nghia is now positioned as a central hub for development coordination, regional connectivity, and growth leadership. If implemented synchronously according to the master plan, this area will become a new core on the development map west of Ho Chi Minh City.

The Resolution takes effect immediately from the date of adoption. The Provincial People's Committee is tasked with finalizing the dossier, organizing the implementation, and announcing the detailed master plan as soon as possible.
