The income ceiling for purchasing social housing will officially be raised to 25 million VND/month from April 7, 2026.
(Chinhphu.vn) - In Decree No. 136/2026/ND-CP, the Government stipulates raising the income ceiling for individuals purchasing social housing to 25 million VND/month.

The income ceiling for purchasing social housing will officially be raised to 25 million VND/month from April 7, 2026.
The Government issued Decree No. 136/2026/ND-CP dated April 7, 2026, amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024, of the Government detailing a number of articles of the Law on Housing on the development and management of social housing, which was amended and supplemented by Decree No. 261/2025/ND-CP and Decree No. 54/2026/ND-CP (hereinafter referred to as the amended Decree No. 100/2024/ND-CP).
Couples with a combined monthly income of no more than 50 million VND are eligible to purchase social housing.
Decree 136/2026/ND-CP amends and supplements Clause 1, Article 30 of Decree 100/2024/ND-CP, revising the income requirements for purchasing social housing by increasing the income ceiling by 5-10 million VND depending on the target group, compared to previous regulations.
Specifically, for single applicants, the average monthly net income (according to verified salary and wage records) must not exceed 25 million VND (an increase of 5 million VND compared to the previous regulation). For single individuals raising minor children, the maximum income is raised to 35 million VND/month (an increase of 5 million VND compared to the previous regulation). For married individuals, the total average monthly net income of both spouses must not exceed 50 million VND (an increase of 10 million VND compared to the previous regulation).
The subjects under Clauses 5, 6 and 8 of Article 76 of the Housing Law are entitled to social housing support policies including: Low-income people in urban areas (5); workers, laborers working at enterprises, cooperatives, cooperative unions inside and outside industrial zones (6); officials, civil servants and public employees as prescribed by law on officials, civil servants and public employees (8).
Article 30. Income requirements
1. For the subjects specified in Clauses 5, 6, and 8 of Article 76 of the Housing Law, the following income conditions must be met:
a) In the case of an applicant who is unmarried or confirmed as single, their average monthly net income must not exceed 25 million VND, calculated according to the wage and salary table certified by the agency, unit, or enterprise where the applicant works.
In cases where the applicant is unmarried or certified as single and raising minor children, their average monthly net income must not exceed 35 million VND, calculated according to the wage and salary table certified by the agency, unit, or enterprise where the applicant works.
b) If the applicant is legally married, the applicant and their spouse must have a combined average monthly income of no more than 50 million VND, based on the wage and salary table certified by the agency, unit, or enterprise where the applicant works.
c) The period for determining income eligibility as stipulated in points a and b of this clause is within 12 consecutive months, calculated from the time the competent authority makes the confirmation.
d) Based on the conditions and income levels of each area within the province, preferential housing policies for officials, civil servants, and public employees, and the number of dependents as prescribed by law, the Provincial People's Committee may decide on the adjustment coefficient for the income level specified in points a and b of this clause, but not exceeding the ratio between the average per capita income in the locality and the average per capita income of the whole country; and decide on policies to encourage access to social housing for beneficiaries of social housing support policies with three (03) or more dependents in the same household."
Expanding the income structure for the armed forces.
Decree 136/2026/ND-CP also amends and supplements Clauses 1 and 2 of Article 67 regarding income conditions for purchasing or lease-purchasing housing for the People's Armed Forces, expanding the income categories (including regional allowances in remote, border, and island areas with difficult conditions).
At the same time, the method for determining the income ceiling for cases where the spouse is not eligible will be changed from a fixed coefficient (1.5 times the income of a Colonel) to a more flexible formula (income of a Colonel + salary stipulated in point a, clause 1, Article 30). Specifically:
Article 67. Income requirements for purchasing or lease-purchasing housing for the People's Armed Forces
1. In the case of a single applicant, their actual monthly income must not exceed the total income of an officer with the rank of Colonel (including basic salary and allowances as prescribed, including regional allowances in remote, border, and island areas with difficult conditions), as confirmed by the agency or unit where they work or manage.
2. In cases where the applicant is legally married:
a) If the applicant and their spouse both fall under the provisions of Clause 7, Article 76 of the Housing Law, their total monthly net income must not exceed 2.0 times the total income of an officer with the rank of Colonel (including basic salary and allowances as prescribed, including regional allowances in remote, border, and island areas with difficult conditions), as confirmed by the agency or unit where they work or manage;
b) If the applicant's spouse does not fall under the category specified in Clause 7, Article 76 of the Housing Law, their total monthly net income must not exceed the total income of an officer with the rank of Colonel (including basic salary and allowances as prescribed, including regional allowances in remote, border, and island areas with difficult conditions) plus the salary specified in point a, Clause 1, Article 30 of this Decree, as confirmed by the agency, unit, or enterprise where the applicant works.
In cases where the applicant's spouse falls under the category specified in Clause 5, Article 76 of the Housing Law and does not have an employment contract, the income verification shall be carried out in accordance with Clause 2, Article 30 of this Decree.
The Decree stipulates that documents proving income eligibility for social housing support policies, which have been certified by competent authorities in accordance with regulations before the effective date of this Decree, shall continue to be used and remain valid for a period of 12 months from the date of certification.
This Decree shall take effect from April 7, 2026./.
