Expedite the finalization of documents for establishing a Real Estate and Land Use Rights Transaction Center; strictly control speculative real estate credit.

(Chinhphu.vn) - Prime Minister Pham Minh Chinh directed the urgent completion of the dossier for the establishment of a Real Estate and Land Use Rights Transaction Center; and requested strict control over speculative real estate credit, focusing on the actual housing needs of the people.

The implementation of housing policies has led to many positive results in the real estate market.

On February 26th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired the 6th meeting of the Steering Committee to review and evaluate the implementation of tasks set out at the 5th meeting, especially to discuss policies for the housing segment for middle-income earners.

The conference was held in person at the Government headquarters, and online with participants from 34 provinces and cities. 

Attending the meeting were: Deputy Prime Minister Tran Hong Ha; Minister of Construction Tran Hong Minh; leaders of ministries, branches, and central agencies; leaders of provinces and cities; and representatives of associations, businesses, and banks.

According to reports and opinions expressed at the session, since the 5th session, the implementation of housing policies and the real estate market has achieved many positive results, contributing to promoting economic growth, creating jobs and livelihoods for the people, maintaining political stability, social order and security, and ensuring social welfare.

Market supply and demand are gradually becoming more balanced; especially in the development of social housing, many localities have completed and exceeded targets; housing and real estate market databases are beginning to be operational.

Before Tet, ministries, departments, and localities made great efforts to ensure stable housing for the people, especially those affected by natural disasters, storms, and floods (decisively implementing the Quang Trung campaign), people in difficult circumstances, workers, and members of the armed forces.

The target of completing 1 million apartments by 2028 is achievable.

Institutional reforms continue to be implemented. In the first two months of 2026, efforts to improve institutions continued to be intensified, with the Government issuing one Resolution and one Decree. The Ministry of Construction also issued one Circular amending and supplementing regulations in the fields of housing and real estate business.

Four localities have completed the establishment of local housing funds; 27 localities are finalizing procedures for allocating financial funds; and 3 localities are completing the organizational structure and establishing new funds. 28 out of 34 localities have completed the restructuring of the provincial-level Steering Committee.

In 2026, localities were assigned the target of completing approximately 158,700 social housing units. To date, 220 social housing projects nationwide have commenced or are under construction, with a scale of nearly 215,000 units, expected to reach 135% of the target assigned for 2026. 

Thus, cumulatively to date, the whole country has 737 social housing projects under implementation with a scale of 701,347 units (reaching over 70% of the target of the 1 million housing units project by 2030, the goal of completing 1 million housing units in 2028 is feasible).

Policies are needed to increase land allocation and provide credit incentives for commercial housing projects suitable for middle-income earners.

At the meeting, delegates focused on discussing and unifying thinking, and proposing solutions for developing housing for middle-income earners, increasing housing supply for various groups, and ensuring equal access to housing for every citizen.

Delegates argued that policies are needed to increase the land allocation for commercial housing projects that are affordable for middle-income earners.

Expedite land use planning and general construction planning, prioritizing the allocation of land for affordable commercial housing.

Enhancing urban development through the Transport for Development (TOD) approach aims to optimize land use, reduce traffic congestion, and improve the quality of land use. 

In addition, preferential credit should be allocated to commercial housing projects of suitable value that meet the needs of the people.

The 36-word motto for "harmonious interests – people benefit"

In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions, and assigned the Ministry of Construction to take the lead, in coordination with the Government Office, to fully incorporate the opinions at the Conference and promptly finalize the concluding notice for unified implementation. He also instructed them to regularly monitor and urge the implementation by ministries, sectors, and localities.

The spirit is to improve what has been done well, and strive to improve what has not been done well, bringing practical benefits to the people, resolving difficulties and obstacles, and enhancing the effectiveness and efficiency of governance.

On behalf of the Government, the Prime Minister acknowledged, commended, and highly appreciated the efforts, determination, and achievements in implementing tasks by ministries, sectors, localities, and agencies, as well as the active participation of businesses.

Besides the achievements, the Prime Minister pointed out that there are still some shortcomings and limitations, such as increased real estate supply but prices have not decreased; the quality of the supply is not yet suitable. Six localities have not yet completed the restructuring of their Steering Committees.

The operation of housing funds in some localities has not been highly effective. Data sharing on housing and the real estate market among ministries and agencies has not been synchronized.

The disbursement of the 145,000 billion VND credit program for social housing has only reached 12.4% (approximately 18,000 billion VND), falling short of expectations. 

Procedures related to verifying income eligibility for low-income urban residents without employment contracts are still being implemented in a disorganized manner at the grassroots level. Some areas are experiencing uncontrolled surges in real estate prices.

The Prime Minister stated that, in the coming period, the goal is to ensure that all citizens have equal, open, transparent access to housing that is appropriate to their income; to increase the supply of real estate and housing in all segments; to reduce product prices; to streamline procedures and processes for citizens and businesses; to stabilize prices, combat corruption and speculation; and to complete a database that is "accurate, complete, clean, active, unified, and for common use".

Furthermore, we will implement the 36-word motto: Right understanding – Breakthrough thinking – Appropriate policies – Market control – Removing obstacles – Digitalizing procedures – Inclusive development – ​​Harmonized benefits – People benefiting.

Expeditiously complete the dossier for establishing a Real Estate and Land Use Rights Transaction Center.

Regarding future tasks and solutions, the Prime Minister instructed ministries, sectors, and localities to focus on reviewing and accelerating planning work in localities (land use planning, urban planning, rural planning, etc.) in the first quarter of 2026.

Focus on land clearance, creating land reserves, and building infrastructure to facilitate easier access for people and businesses; review and ensure the supply of construction materials, creating favorable conditions for access; simplify procedures, design digital processes, and reduce compliance costs to facilitate the implementation of housing and real estate projects for people and businesses.

The Prime Minister also requested the continued full implementation of the conclusions reached at the meeting; accelerating the implementation of Resolution No. 07/NQ-CP on social housing development targets for the period 2026-2030; effectively implementing Decree No. 302/2025/ND-CP on the National Housing Fund and improving local housing funds; promoting green transformation, digital transformation, and improving the information system and database for housing and the real estate market.

Assigning specific tasks, the Prime Minister directed the Ministry of Construction to urgently finalize the dossier for the establishment of a State-run real estate and land use rights transaction center and submit it to the competent authority. 

Strengthen the organization of inspections and supervision of localities and businesses to accelerate the implementation of social housing construction investment, ensuring the social housing development targets for 2026 and subsequent years are met.

Investigate and promptly handle serious cases of misconduct, illegal brokerage, fraud, and manipulation of social housing purchase documents.

The Ministry of Public Security and the Ministry of National Defense proactively coordinate with localities to implement housing construction investment projects for the people's armed forces, ensuring the completion of targets assigned by the Prime Minister by 2030; directing investigations and promptly and strictly handling cases of corruption, illegal brokerage, fraud, misappropriation of assets, manipulation of social housing purchase documents, as well as related to the real estate market in general.

The Ministry of Agriculture and Environment is organizing guidance and implementation of Resolution No. 254/2025/QH15 dated December 11, 2025, of the National Assembly and Decree No. 49/2026/ND-CP dated January 31, 2026, of the Government, which details and guides some articles of Resolution No. 254/2025/QH15 of the National Assembly on some mechanisms and policies to remove difficulties and obstacles in the organization and implementation of the land law. 

Coordinate with the Ministry of Construction to develop standards, criteria, and unit prices that are appropriate to the situation, without delay.

Strict control over speculative real estate lending.

The Ministry of Industry and Trade is urgently reviewing and removing "apartment purchase and sale contracts" from the list of contracts requiring registration of standard forms and general transaction conditions in Circular No. 42/2025/TT-BCT (formerly Decision No. 07/2024/QĐ-TTg), to be completed in the first quarter of 2026.

The State Bank of Vietnam is accelerating the disbursement of the social housing credit package approved by the Prime Minister in Decision No. 338/QD-TTg dated May 3, 2023, regularly sending disbursement data to the Ministry of Construction monthly for compilation and reporting; and is also accelerating disbursement for young people under 35 years old. 

Strictly control speculative real estate lending, focus on the genuine housing needs of the people, implement flexible and effective monetary policy management to stabilize the macroeconomy and control inflation; monitor and direct credit institutions to strictly control lending to the real estate sector.

Promoting the issuance of real estate bonds and social housing bonds.

The Ministry of Finance is focusing on researching and promoting the issuance of real estate bonds, social housing bonds, and commercial housing bonds, ensuring compliance with legal regulations and guaranteeing safety and efficiency.

The People's Committees of provinces and centrally-administered cities should promote the development of a safe, healthy, and sustainable real estate market, contributing to double-digit growth; strengthen the Steering Committee if it has not yet been strengthened; mobilize resources in the development of the real estate market; and focus on planning and developing strategic infrastructure.

Research to expand the target group for access to social housing.

Local authorities should focus on directing and accelerating the implementation of projects to complete the assigned targets for social housing development in 2026; for projects that have already commenced, they should regularly inspect and urge investors to concentrate resources and speed up progress to complete them in 2026; for projects where investors have already been assigned, they should focus on guiding and urging investors to complete the procedures related to investment, construction, and land allocation so that the projects can commence soon. 

Continue reviewing, organizing, and approving the list of identified land locations for social housing development and social housing projects; allocate sufficient land for social housing construction in convenient locations with synchronized technical and social infrastructure, and assign investors according to regulations.

Proactively allocate local budgets to carry out compensation and land clearance work, create clean land funds for social housing development, and strictly implement regulations on allocating land for worker accommodation in industrial zones and 20% of land in commercial housing projects and urban areas for social housing development, and 20% of land in social housing projects for commercial and service housing development.

Requiring continued improvement of commercial and social housing policies, including research into expanding the scope of access to social housing, the Prime Minister assigned the Ministry of Construction to lead the review of social housing development. He stressed that good practices and successful areas should be commended and rewarded, while slow progress should be addressed and criticized; thus, promoting a better and more positive trend.
