Tay Ninh expands its industrial zone, welcoming new investment flows.

After merging with Long An, the new Tay Ninh province has a natural area of over 8,536 km² , a population of over 3.25 million people, and borders Ho Chi Minh City, Dong Nai, Dong Thap, and Cambodia. This new spatial scale allows the province to reorganize its development zones, while also connecting production centers with transportation systems, border gates, and logistics hubs.
INDUSTRIAL SPACE EXPANDED UNDER NEW PLANNING
According to Decision No. 2968/QD-UBND dated February 26, 2026, on the adjustment of the Tay Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, Tay Ninh province identifies industry and construction as continuing to play an important role in the economic structure. The goal is for this sector to account for approximately 55-56% of GRDP by 2030.
The plan also identifies the direction of industrial development towards modernity, greenness, circularity, and smart technology; enhancing productivity, added value, and the position of Tay Ninh in national and international production networks and value chains. The focus areas include renewable energy, food and agricultural product processing, materials manufacturing, supporting industries, environmental industries, textiles, and footwear.
Industrial spaces are organized in conjunction with external transportation axes and regional linkages. The northeastern and southeastern areas are oriented towards the development of processing and manufacturing industries, modern supporting industries, and high-tech industries; the western area focuses on agricultural processing industries, industries serving agriculture, and small-scale handicrafts.
The People's Committee of Tay Ninh province has issued Decision No. 8287/QD-UBND to implement the provincial planning plan, further specifying the set objectives. These include the goal of building a synchronous technical and social infrastructure system; completing key transportation projects, especially the Ho Chi Minh City Ring Road 4, the Moc Bai - Trans-Asian industrial-urban corridor connection route, the Ho Chi Minh City - Tay Ninh - Dong Thap route, and other expressways.
In the list of priority projects for investment attraction in the 2026-2030 period, issued by the Provincial People's Committee in Decision No. 8619/QD-UBND dated May 21, 2026, many industrial park infrastructure projects are included in the list for investment attraction preparation. These include the Cau Khoi Industrial Park Phase 1 (500 hectares), the Thanh Thanh Cong Expanded Industrial Park (479 hectares), the Tan Lan 3 Industrial Park (336 hectares), and the Hiep Hoa Industrial Park (131 hectares). The legal status of each project is categorized by stage, from those without investment approval to those undergoing zoning plans or investor selection procedures.
It is evident that industrial land is becoming one of the resources enabling Tay Ninh to expand its capacity to attract new investment. The expansion of Tay Ninh's industrial space is not just happening through a few individual projects, but is part of a development plan defined by the province for the entire period of 2026-2030.
FROM NEW LAND FUND TO PRODUCTION CAPITAL FLOW
At the end of August 2026, at the Tay Ninh Province Investment Promotion Conference 2026, IMG Long An Joint Stock Company was granted approval for the investment policy and simultaneously approved as the investor for the project to build and operate the infrastructure of Tan Lan 3 Industrial Park.
The project covers an area of approximately 336 hectares with a total investment of VND 8,450 billion. According to the approved schedule, legal procedures will be completed by December 2026; compensation, land clearance, and advance payments for compensation, support, and resettlement are expected to be largely completed by August 2027. The project is expected to begin leasing land in stages starting in June 2028.
Tan Lan 3's orientation is to develop a multi-sector economy, focusing on processing and manufacturing industries, as well as industries and services supporting production. The project is expected to accommodate 15 industry groups with the potential for linkage in the supply chain.
This orientation aligns with the Provincial Planning, in which Tay Ninh aims to form a synchronized industrial production network and supply chain, linked to external transportation axes and regional connections. The province also identifies the development of infrastructure, industrial and urban ecosystems in a modern and sustainable direction; while prioritizing the attraction of strategic investors to the Moc Bai - Xuyen Asia complex and the Moc Bai border gate economic zone.
Along with Tan Lan 3, the province's priority investment attraction list also includes many industrial park projects in various locations. This creates a supply of industrial land across multiple areas, aligning with the spatial development orientation towards economic zones, centers, and corridors.
The aforementioned Investment Promotion Conference also demonstrated the scale of investor interest in the new development area. According to published information, the conference recorded 103 projects with a total capital of approximately 915,000 billion VND, equivalent to 35.5 billion USD; of which, 31 projects from 27 investors were granted investment policy approval decisions or investment registration certificates, with a total capital of approximately 80,000 billion VND, equivalent to 3 billion USD.
With the influx of new capital, the province emphasizes linking investment attraction with project quality. The provincial planning implementation plan requires the development of industry towards high-tech, green, circular, and smart technologies; and the construction of industrial production networks and supply chains linked to transportation infrastructure.
In attracting investment, the province also requires the inspection and review of projects, handling those that are delayed or slow to implement according to regulations, and ensuring that projects conform to planning. Compensation, land clearance, and resettlement are identified as key tasks to be addressed to accelerate project progress.
In its new development structure, Tay Ninh is simultaneously preparing industrial land, finalizing planning, implementing infrastructure projects, and identifying priority areas for investment attraction. From Tan Lan 3 to industrial park projects included in the priority list for the 2026-2030 period, new production spaces are being formed according to the plan, along with the requirement to connect production with transportation, logistics, border gates, and supply chains.
